The Atlanta Falcons have moved from possibility to decision: Michael Penix Jr. will start Thursday night against the Green Bay Packers, giving the quarterback his first regular-season start since last November’s season-ending knee injury.

The announcement is the meaningful update Atlanta had not yet made when Penix was merely trending toward a Week 3 return. The Falcons are 0-2, their offense has failed to reach the red zone through two games, and the short week now becomes Penix’s official return point rather than another checkpoint in his rehabilitation.

What changed with Michael Penix Jr.

Atlanta formally named Penix the starter Monday afternoon. The Falcons also listed him as a full participant on their estimated Week 3 injury report, another indication that the team is comfortable turning the offense back over to him.

That is materially different from the situation entering Week 2. Penix had been practicing but was still ruled out while Cooper Rush started against Carolina. FSN covered Atlanta’s decision to start Rush while Penix remained unavailable, and the new development is that the Falcons have now removed the uncertainty around Thursday night.

Penix returns after a long ACL recovery

Penix underwent surgery after tearing his ACL in November 2025. Atlanta gradually increased his workload through the offseason and training camp, then kept his game-status timeline separate from his ability to participate in practice.

That distinction was important because Penix had already shown he could handle football work without the Falcons declaring him ready to start. FSN previously tracked his full-practice progress while Atlanta continued to hold him out of games. Naming him the starter is the clearest sign yet that the medical and football timelines have finally converged.

Why Atlanta is making the switch now

The Falcons have opened the season with losses to Pittsburgh and Carolina and have not generated a red-zone appearance through two games. Rush started both games after Tua Tagovailoa suffered an oblique injury, and Atlanta also used rookie Jack Strand during the Week 2 loss.

Penix’s return does not erase the broader offensive problems, but it restores the quarterback the organization expects to be central to its long-term plan. His arm talent and ability to attack downfield can change the structure of the offense, while Thursday’s game will also test how comfortable he is moving and reacting under live pressure after the knee rehabilitation.

Tua Tagovailoa is improving but Penix has the job Thursday

Atlanta listed Tagovailoa as a limited participant on Monday’s estimated report, an improvement from his recent non-participation. The Falcons did not practice fully Monday because of the short week, so the report was an estimate based on a walkthrough.

The important depth-chart point is no longer who might be healthy enough to start. Atlanta has already made that call: Penix is QB1 for Thursday against Green Bay.

What to watch against the Packers

The first question will be how much Atlanta asks Penix to do immediately. A short week leaves less preparation time than a normal return, and Green Bay presents a difficult road environment at Lambeau Field.

The Falcons will also be watching how Penix handles pocket movement, off-platform throws and contact around the knee. His practice progress has been encouraging, but live game speed is the next stage of the comeback.
