The Carolina Panthers made an immediate roster adjustment after their Week 1 loss to Chicago, waiving second-year wide receiver and returner Jimmy Horn Jr. while promoting veteran linebacker Tyrel Dodson from the practice squad to the 53-man roster.

Carolina announced the move Tuesday, two days after Horn muffed a punt in the 59-37 loss to the Bears. The turnover helped Chicago take a lead the Panthers never regained, and the roster move now changes both Carolina’s return game and its linebacker depth heading into Week 2 against Atlanta.

Horn’s special-teams mistake became part of a larger roster decision

Horn was not carrying a large offensive role in Week 1. His most important assignment was in the return game, which made the muffed punt especially costly. The Panthers had just forced a stop with the score tied when Horn failed to secure a fair catch, giving Chicago a short field and another scoring opportunity.

Carolina’s official announcement did not frame the waiver as punishment for one play, but the timing is impossible to separate from a game in which the Panthers allowed 59 points and immediately began adjusting the roster afterward.

FSN’s Week 1 recap of Chicago’s 59-point win over Carolina detailed how the game accelerated away from the Panthers after the middle stages. Horn’s turnover was one of several moments that made Carolina’s margin for error disappear.

Tyrel Dodson gives Carolina experienced linebacker depth

The corresponding move is important on its own. Dodson, 28, has 43 career starts and has appeared in 92 NFL games with Buffalo, Seattle and Miami. That is considerably more experience than a typical practice-squad promotion brings into the active roster.

Carolina originally kept a relatively lean linebacker group on the 53-man roster. Moving Dodson up gives the defense another veteran who has handled full-time snaps before, including a significant starting workload with Miami in 2025.

The official Week 2 depth chart lists Dodson behind Jackson Kuwatch, which suggests Carolina is not automatically handing him a starting role. But his experience gives the coaching staff another option if it wants to rotate linebackers more aggressively after the defensive problems that surfaced against Chicago.

The return game also changes without Horn

Horn’s departure creates an immediate special-teams vacancy. Carolina’s updated depth chart lists wide receiver John Metchie III as the primary return option, with Xavier Legette and Chuba Hubbard also listed as backups in the return structure.

That means the Panthers are asking Metchie to take on additional responsibility while the offense continues sorting through its receiving rotation. The team still has Tetairoa McMillan, Jalen Coker, Xavier Legette, Brycen Tremayne and Metchie on the active roster at receiver.

The move also fits a broader early-season question around Carolina: how quickly the roster can stabilize around Bryce Young. FSN previously examined the pressure on Young to turn organizational belief into a long-term extension. A cleaner supporting operation on defense and special teams would make that evaluation easier because it reduces the number of games in which the offense is forced to chase points.

Why this matters before Week 2

The Panthers do not have the luxury of treating Week 1 as an isolated mess. Atlanta presents another divisional challenge, and Carolina needs to know whether its problems against Chicago were primarily one-game breakdowns or signs of structural weaknesses.

Promoting Dodson is a low-risk way to add experience to the defense. Waiving Horn is the more consequential choice because it removes a young player who had carved out a role through special teams but then committed the kind of mistake that can swing field position and momentum.

What to watch next

The immediate questions are whether Dodson earns defensive snaps against Atlanta and how Carolina handles punt and kickoff returns without Horn. If Metchie takes over cleanly and Dodson can stabilize the second level of the defense, the Panthers may have addressed two problem areas with one roster move.

If not, the Week 1 loss may prove to be the start of a broader personnel shakeup rather than a one-week correction.
